Egypt extends grace periods for struggling industrial projects

Arab Finance: Minister of Industry Khaled Hashem issued Decree No. 107 of 2026, extending the package of grace periods and facilitations for struggling industrial projects that have exceeded their set timelines, according to a statement.

This comes as part of the state's directives to support industrial investment, maximize the utilization of productive assets, protect the interests of manufacturers, and regulate the allocation of industrial land.

The previously announced grace periods were originally scheduled to expire at the end of April.

Moreover, the decree introduced additional facilitations to balance support for serious investors with completing the state's efforts to regulate the allocation and management of industrial land.

Projects that have completed at least 75% of their building requirements will receive a six-month grace period, during which they will be fully exempt from delay penalties. This is intended to help them finalize construction, install machinery, and secure operating licenses and industrial registration.

A grace period of up to 12 months will be granted to projects of a completion rate between 50% and less than 75% of the building permit, with a waiver of late penalties for the first six months only.

As for projects that have not achieved any construction progress or whose completion rate is less than 50% of the building permit, they are granted a grace period of up to 18 months, with a waiver of late penalties for the first six months.

These facilitations also apply to projects that were granted a building permit but have had a withdrawal order issued against them. In this regard, the grace period will be granted according to the percentage of construction achieved, provided that the standard costs and applicable penalties are paid.
