Arab Finance: Prime Minister Mostafa Madbouly attended the signing ceremony of the executive protocols for the nine alliances that qualified for the final stage of the presidential initiative “Alliance and Development,” as per a statement.
The signing took place during his participation, on behalf of President Abdel Fattah El-Sisi, in the General Assembly of the Partnership between Academies and the International Research Commercialization Expo (IRC EXPO 2025), held in the New Capital.
Minister of Higher Education and Scientific Research Ayman Ashour also attended the ceremony.
The signing follows several stages of work since the Ministry of Higher Education launched the competitive call for proposals for the initiative on February 17th, 2025.
As part of the National Strategy for Higher Education and Scientific Research 2030 and the National Sustainable Innovation Policy, the initiative seeks to strengthen Egypt’s science, technology, and innovation ecosystem by establishing regional alliances that bring together universities and research institutions, industry, entrepreneurs, investors, and government bodies across different regions.
These alliances aim to support innovation and entrepreneurship in specific sectors with growth potential, contributing to economic activity and job creation.
A total of 104 alliances applied with development proposals across various fields. The applications were evaluated in three phases by a specialized technical committee in cooperation with the relevant councils of the Academy of Scientific Research and Technology and international experts.
Nine alliances advanced through all three phases, receiving initial acceptance and moving to the final evaluation stage.
This final stage involves the signing of cooperation protocols between the ministry and each alliance.
The protocols outline the framework for each alliance’s sector focus, membership structure, budget, six-month implementation plan, and performance indicators.
Alliances that meet the requirements will receive final approval and sign an agreement with the Ministry to begin activities over a three-year period.
The Alliance and Development initiative is part of the National Sustainable Innovation Policy 2030, launched by the ministry at the beginning of 2025.
It aims to help Egypt move toward a more innovative and knowledge-based society by relying on scientific research outputs to create value and promote sustainability across productive and service sectors, supporting quality of life, growth, and Egypt’s regional and international competitiveness.
