HDP TULUA launches EGP 5 billion Navy 26 project in 6th of October City

Arab Finance: Real estate developer HDP TULUA Developments has launched Navy 26, a commercial and service project in 6 October City, with a total investment of EGP 5 billion, as per an emailed press release.

Located on the Boulevard axis, the development covers 26 feddans and is scheduled for completion within 3.5 years. Its building footprint will span 12,000 square meters, which the company describes as approximately 10% of the site.

The company began accepting expressions of interest on October 18, 2026, through refundable reservation deposits, allowing prospective buyers and investors to explore the project’s investment opportunities. It is targeting 30% of total projected sales, citing confidence in the development’s offering and growing demand for integrated commercial destinations in West Cairo.

Designed to serve residents, visitors, business owners, and brands, Navy 26 will combine retail outlets, hospitality concepts, restaurants, cafés, and entertainment venues. It will also include a medical complex, administrative and office spaces designed to meet contemporary business requirements, banking services, and a hypermarket.

Open areas and green spaces will connect the project’s different activities, with the layout intended to facilitate movement and improve the visitor experience. The company said the Boulevard location would support accessibility as it expands its commercial and service portfolio in line with West Cairo’s urban and economic development.

Amgad Hassanein, Vice Chairman of Housing and Development Properties (HDP), said Navy 26 forms part of the company’s strategy to develop integrated destinations in key locations across Egypt. He explained that the site selection and mix of uses reflect HDP’s approach to responding to urban and commercial changes while meeting demand for projects that offer lasting investment value.

Hosny Hany, CEO of HDP TULUA Developments, described the launch as a step in the company’s plans to deliver projects that meet customer expectations and maintain high quality standards. He said the developer aims to create destinations that become central hubs within their surrounding areas, strengthening their urban, commercial, and investment appeal.

According to Hany, Navy 26 applies that approach in West Cairo by combining master planning with a range of activities intended to provide a cohesive experience for visitors, businesses, and brands.

The company’s broader expansion strategy draws on its experience and project track record in East Cairo and the North Coast. It is developing a portfolio spanning residential, hospitality, commercial, and medical properties while assessing further investment opportunities through comprehensive feasibility studies.

Additional projects are planned for the coming period as HDP TULUA seeks to expand its presence in Egypt and deliver long-term value to customers and investors.

For HDP, the launch also forms part of a wider effort to diversify its residential and commercial portfolio across promising investment locations. Drawing on the experience and heritage of Egypt’s Housing and Development Bank (HDB), the company aims to introduce new real estate offerings while supporting urban development in 6th of October City and West Cairo.
